Job Description
  1. Develop and deploy all applicable Mexico import/export compliance processes and procedures in conjunction with various Trade Compliance functions within Eaton and external resources; to enhance the import and export Trade Operation.
     
  2. Evaluate Mexico compliance status with various regulatory bodies including Customs, Revenue and Tax authorities, Military proliferation, Controlled materials and licensing, and trusted shipper programs including World Customs Organization supply chain security program.
     
  3. Communicate policy, procedures and economic issues that affect Eaton operations worldwide.  Assist in providing training, advice and guidance to other areas throughout the enterprise as necessary.
     
  4. Provides analytical and tactical support to implement processes and procedures for new international activity including acquisitions, initiatives and projects.
     
  5. Develop clear understanding of various Eaton disciplines (Tax, Legal, Finance, Supply Chain) and operational disciplines as they relate to international activities.
     
  6. Coordinate with the corporate Trade Management Department and other Regional/Country Trade Managers throughout the organization and serve as the Mexico region liaison providing insight and assistance to fellow Trade Compliance subject matter experts in the organization.
     
  7. Mexico customs and related authority knowledge owner and subject matter expert for the enterprise.
     
  8. Mange all the Mexican sites being in compliance with reporting management including among others:
    1. Inventory Control
    2. Fixed Assets Control
    3. Customs Valuation
    4. Record Keeping (electronic & hard copy)
    5. Authorized Economic Operator Management
    6. INEGI Reports
    7. CTPAT Certification
    8. IMMEX Program Management
    9. Tax-Fiscal consolidation
    10. Sub-manufacturing
    11. Balanced Scorecard
    12. Self-Assessment
    13. GTM Mexico monthly KPI
    14. Waste affidavit
    15. PROSEC, Rule 8th Programs expertise
    16. Attend External Audits from SAT or Mexico´s Minister of Economy
    17. Attend External Audits from CBP related to Mexican Trade Compliance activities
    18. Implement and conduct internal Audits to build up EATON´s Trade Compliance intelligence in risk areas,
    19. Provide training and guidance to the organization in any customs related matter 
  9. Ensure the correct applicability of Governmental programs and FTA's.
     
  10. Stay up-to-date with the Law and other customs regulations applicable to import and export trade operation.
     
  11. Supervise the proper recordkeeping based on the current customs regulations on import and export transactions and Free-Trade Agreements.


Basic Qualifications (Including Educational Requirements)
  • Bachelor degree in Trade Compliance and/or Customs Law.
  • Fluent in English-Spanish.
  • Proficient Microsoft Office (Excel audit formulas).
  • In-depth knowledge of Vastera or other Trade Compliance software.
  • Strong analytical and Auditing Skills.
  • Balance Account Reconciliation.
  • Knowledge of ERP transactions.
  • Ability to support Implementing Customs Software.
  • Strategic planning to ensure Customs Compliance.
  • Customs regulatory advisor.
  • Negotiation skills with Customs Brokers.
  • HTS classification skills.
  • Knowledge of duty drawback on Import and Export Transactions.
  • Knowledge of Mexican Customs Brokerage Obligation and Responsibilities.
  • Knowledge of Duty Claim (US/Mexico).
  • Knowledge of US Cost submission (Entry reconciliation) .
  • Strong communication skills with internal and external customers.
  • Knowledge of all FTA that currently exist in Mexico.
  • Root cause analysis.
